Wisconsin requires all new homes to be inspected by state licensed inspectors. Local municipalities can also require permits for other construction.   I do inspections for the listed communities.  Click on the municipality where you are building for application forms. 

Permits are issued to you by mail .

Old timer rules for stair building

Changing the use of any  building into a dwelling for human habitation will require the same permit as for any new dwelling application and will need to meet the Uniform Dwelling Code requirements.
